[Disapproved DEV Heavy] Repeal the Milking rule

Do away with this silly rule. Surely it is up to the individual how they spend their resources! Does it ever get enforced anyway? Not from what I have observed. It would certainly help the players who cannot afford or do not have the facility to buy rubies due to the insistence of the use of PayPal and ONLY Paypal.

Expect it to take a while. Zorg probably don't think of it as a priority, in comparison to, for example, advertising

True but regardless i dont think the milking rule is that efficient to begin with...it just makes us afraid to send large sums of resources to people...if it even does that...if it doesnt then its just utterly usless unless some dickwad discovers you doing it and REALLY wants to get you banned
