[X-TREME] Implement 1-100% fleet movement option

A yes vote asks Zorg to increase our mission speed options from steps of 10 (10%,20%,30% and so forth) to steps of 1% (1,2,3,4,5 and so on)
A no vote is to keep things the same.

This will be a great addition to Xtreme. It will also give the players more options in their fleet-saving strategy.

I say yes........could encourage more fleets flying, I am good with current system to get exact return times I need, having to wait for windows to launch I am capable to be online anytime to take care of it, but many cannot this be a good system for the majority, making it simpler for me just a bonus:)
