i realized that your fleet attack randomly without you have to tell them what to attack but i want to know is there anyway that you can speciefy what your are attacking like to order your fleet to attack speciefied building.

No, it is all random. However, having more of a certain type would increase the chances of that being hit, also the lower the structural integrity of the ship the higher chance it will be shot down. See fodder for more information. The only thing that would incorporate the targeting system you are talking about is the Inter-Planetary Missile.
