if you wish to encourage/support multiple server/universe play then you should have staggered stats update times across the universes....

i.e. put the extreme stats update time back to xx:10 .... (and have massacre at xx:05 , and the others also at 5 minute offsets to these as well)

No, IS cap still exists. However, it has been through a revision and it has been increased slightly to match current universe status.

Revisions are not periodical and can be decremental. They are based on a lot of variables and they intend to be fair for the weak players and balanced for the strong players.
